  5.     Soon after the cable-television industry was deregulated in
  6. 1984, critics began calling for new government controls. Many
  7. consumers wanted to curb fast-rising rates, while would-be
  8. cable competitors wanted authority to enter the business. Last
  9. week the House approved a bill that would empower the Federal
  10. Communications Commission to set rates for basic service and
  11. would require cable firms to lease channels to potential
  12. competitors at reasonable prices. But prospects for the bill
  13. are uncertain. The Senate is unlikely to complete the
  14. legislation before Congress adjourns Oct. 5. Cable operators are
  15. generally unhappy with the House bill. But they would be even
  16. less enthusiastic about a Bush Administration proposal to allow
  17. telephone companies to provide cable service as well.
